Why it matters
Regulation (EU) 2023/1230 replaces the Machinery Directive (2006/42/EC) and applies from 20 January 2027. Because it is a directly applicable regulation rather than a directive, the same rules apply across every EU member state without local transposition, and they add substantial new requirements for cybersecurity, artificial intelligence, and digital documentation.
The list of high-risk machinery has been updated and moved from the old Annex IV into Annex I. Manufacturers of AI-driven safety systems and of certain other high-risk categories can no longer self-certify: they’ll need sign-off from an accredited third-party assessment body. Getting the underlying risk assessment right, well before that formal assessment begins, is what keeps the whole process on track.
Machinery safety and cybersecurity, assessed together
The regulation introduces essential health and safety requirements for cyber-safety, for protection against data corruption, and for safety functions powered by AI and self-learning systems. The central principle is simple but demanding: a cybersecurity breach must not be able to compromise the safety of the machine.
Meeting it means the cybersecurity risk assessment cannot be an afterthought bolted on at the end. We run it in conjunction with the machinery risk assessment, so the two lines of analysis inform each other and every safety function is evaluated against the ways it could be undermined, whether by a mechanical hazard, a corrupted input, or a deliberate attack.
